slithytove John Schoffstall's "Fourteen Experiments in Postal Delivery" on Strange Horizons. I first read this as John's week three Clarion story. I remember going along saying, this is interesting and all, but how is this spec fic? Then I got clobbered between the eyes and had to go back and re-read from the start.
HIGHLY recommended.
